Work out good setup for config #4

development/staging/production needs a decent setup. So that when you deploy, it 'automagically' finds itself in the correct setup

This is autohandled by fuel, when we work in subdirecories maybe we can make 1 config file....site.php and run it in the multiple directories....handy for ga tracking or other stuff...otherwise we end up adding stuff in the base config, i think its better to separate that.

We should make that same workflow like in proximinade with the empty files STAGE PRODUCTION AND DEVELOPMENT
