For those wondering, Jo-Philipp Wich and Steven Barth, the original authors of the LuCI wiki contents have told me that they want others to treat it as in the public domain and that it can be used for any purposes. I have included the email below:

you can consider the wiki documentation to be in the public domain, do whatever you like with it.
It was completely written by me and Steven Barth, we both consent to using and modifying it for wiki.openwrt.org or other documentation purposes.

Currently much of the LuCI documentation is on a separate wiki which doesn't always work (http://luci.subsignal.org/trac). For reliability and to have everything in one place, we should move the LuCI wiki contents over to the OpenWrt wiki.
Someone taking on this task should:
You don't have to understand much about LuCI to do this so don't hesitate if you don't understand LuCI. Although doing this, might be a great way to learn more about LuCI!
As you participate, please document the pages you've moved. It's totally okay if you can only move a part of the documentation yourself so documenting what you've done allows others to easily jump in and help.
