Reversible download permission

File downloading permission affects old orders as well.

- Download permissions settings on w2p portal side must be followed by a 
"Template sync" profile run in M for the changes to take affect. This is 
already mentioned in the help post:

- Settings affect old orders as well. Download links appear for old orders 
after changing download permission to "allow" and synching the templates.
Is this how it's gonna be? Need to mention it in the help post if it is.

Tested on /mageimage/
web_to_print_store_incl_theme   1.9.2.0beta16 (beta)

I think it's not how it works in ZP, but I don't see a problem here.

Not really, but I do think we should make a note about it in the help post. 
Admins oughta know that allowing file download for a template will make it so 
for past orders as well as new ones.
