ON/OFF switch for Express Checkout ext. #785

We need to add a ON/OFF switch for the Express Checkout extension somewhere in 
M. admin panel.

Can be a new tab in System / Configuration page. Up to you.

We just need a way of activating/deactivating the extension in a store without 
having to uninstall it.
