[BUG] Cannot set shaper parameters from display menu or M593 #3499

Describe the bug A clear and concise description of what the bug is.

How to reproduce Please describe steps to reproduce the behavior. Menu options under "Input Shaper" are greyed out and hardcoded to MZV 118 on X and MZV 32 on Y, option to select the entry and/or change the listed parameter is not available. When running the M593 gcode, the changes are not reflected in the menu and a tuning tower print failed to show any differences between layers. image

Updating to 5.1.0-beta appears to have resolved M593 commands failing to register, however the shaper parameters still cannot be set in the display menu.
