Please provide release notes for stable versions #12198

Please have release notes for stable versions. For example, release notes for 2.7.0 that describes its changes from 2.6.1.

Most users use only stable versions but the official release notes of 2.7.0 are relative to beta which is relative to an alpha and so on. Alphas and betas are part of the development process and are of interest mostly to testers and not for the general users community. For example, mentioning that a bug in the alpha or beta was fixed is of little interest to the general public.
