On Windows, the expectation is that menus are accessible by holding down Alt and pressing the menu access key (the underlined letter). For example, Alt-F opens the file menu. However, the Edit Menu (Alt-E) and Configuration Menu (Alt-C) are broken and do not respond to these shortcuts.
Since the rest of the menus do, there appears to be some issue with how these menu shortcuts are set.
