Inner wall prints at ludacris speed when Fuzzy skin thickness = 0.1 #12992

Description of the bug

When setting Fuzzy skin to Outside walls, and Fuzzy skin thickness to 0.1mm, this happens. Inner wall speed increases to 130mm/s! It appears to be trying to compensate for the slower speed of the outer wall.

Hi, we will look at it. I create an issue for that in our internal system: SPE-2395.
