Bridge not connecting to shell #3085

Behavior

When "!ensure vertical shell thickness is disabled the bridge doesn't always connect to the perimeter Look at layer 116 in appended project I don't think that this related to ticket #1301, it looks more like the bridge generation is unaware of the missing shell...

Yeah I'm not sure its quite related to that issue either. This issue should include some screenshots:
