Your 3MF link doesn't work, but I don't see any issue with PrusaSlicer in this regard (and you are the only one reporting something like this). Of course there can be difference between two slicers, you should always calibrate the multiplier with the slicer you intend to use. I am not sure what exactly do you mean by "severe overextrusion", but it will be likely related to your specific hw/fw/settings.

Behavior
This is an issue as I would like to use a single walled print + calipers to calibrate my extrusion multiplier (as described here: https://help.prusa3d.com/en/article/extrusion-multiplier-calibration_2257).
The issue of walls being printed too thin prevents me from doing that because increasing the extrusion multiplier in PrusaSlicer until I get a Wall thickness of 0.4mm will result in severe overextrusion on the rest of the print.
When slicing with Cura 4.9, the same extrusion multiplier that will give me .35mm walls in PrusaSlicer repeatedly results walls of .4mm thickness, using the same printer, same filament, same calipers.
I tested several times with both slicers to ensure that it was not a problem of me measuring.
