Provide custom layouts. Each layout should have the following options:

Width (full width, column or narrow)
Theme (dark and light by default; document how to add other themes)
Background image
Code (used to identify the layout and alter it, or its contents, via CSS or JS)

Do extensive testing on editor experience.

Today I finished implementing the editor styles in the pb_layouts module and also added the admin theme with improvements to the layout paragraphs interface. The editing interface looks very usable to me.

Two changes in the implementation compared to the original issue description:

Code was not implemented. I found that adding class overrides in a custom module at the project level is a better choice for two reasons: classes added in a custom module will always be valid classes; this gets rid of the field unless it has a purpose.
Added margin and padding classes for layouts.

The Layout Paragraphs interface and the custom layouts look good to me now.
