Build 'ibmcloud' errored: Access Denied. #738

ibmcloud installation failed with below error

running axiom-build again don't solve the matter. I use 2 api keys for auth. one for ibmcloud and one for packer.

i'm using ubuntu 20.04

solved:

generate IAM API key + classic infrastructure key and not 2 IAM API key
