Prepare libjpeg for future update

Do we still have an interest in this? It hasn't been merged because the code has conflicts.

I don't really understand what this restructure is about. So we're moving libjpeg/src/jpeg-6b to libjpeg/src?

In fact I was making this pull request for unifying things - it seems that libjpeg doesnt have any ps2 specific code that is needed for compilation. In fact i was trying to switch to git submodule so in bright future we can uodate sources easily (for example to lijpeg-6c)

In fact i dont know why there is conflicts. But it can be merged safely to my mind.
