I Had the same happen with my TP Link UB500 Bluetooth dongle. After some digging I found that BT 5.0 dongles are not compatible with OPL. I got the TP-Link UB4A and that works perfectly, so does the the UB400 I believe.
@Scalerize21, don't use PADEMU as it has a lot of compatibility issues. Better use BlueRetro or Wingman PS2.

Describe the issue
I've been trying to connect any controller using this dongle on my PS2 for nearly a year now to no avail. I've tried all kinds of controllers, PS3, and PS4, Sony made, and Chinese made. They pair successfully. OPL says the dongle is perfect, but the controllers simply never connect. I've even tried every option available to me, such as the 'fake ds3 controller' option, yet nothing worked. The controllers never connect. It is as if the dongle isn't searching for devices. The dongle works perfectly fine on my computer, even with 8 controllers. The only thing that worked on OPL for me was a Chinese dongle, but that one is able to connect to only 1 controller, as opposed to TP-Link's UB500.
