Migrate ps3py to Python 3 #128

These changes have only been slightly tested and would need more exhaustive tests before merging.

I think this should stay python 2.7, and a new package ps3py3 should be created. Even though python 2 is EOL, there are a lot of legacy applications that will never be updated to work with python 3.
