Workaround to fix cgcomp tool for Cygwin #85

Cygwin is POSIX so WIN32 variable is not settted automatically by gcc. Cgcomp.exe using cg.dll doesn't work with full paths (tested on cygwin 32bit and cygwin 64bit installations).
