Workaround for this issue https://github.com/ps3dev/ps3toolchain/issues/83 ( Issue generated on ps3toolchain but the issue is on the Dockerfile of ps3dev-docker)
As zeldin said on this comment https://github.com/ps3dev/ps3toolchain/issues/83#issuecomment-494759243 editing the version on a newer one of Ubuntu will do the job.
