8.60 Support #102

This release makes some large changes to Vagabond support:

  1. No longer supporting PeopleTools 8.55-8.58
  2. Switching to Oracle Linux 8.7
  3. NETWORK_SETTINGS hash requires a :domain value to address issues with the Authentication Token Domain
