Windows provision-puppet.ps1 can hang and not finish #28

When running the provisioners, the "puppet" provision script can hang and not finish so additional provisioners fail to run. I'll re-run with $DEBUG="true" to get more output.

The DPK Puppet scripts did complete as I can log into the new PI and navigate through the system.
