Configure an option to download and install the latest Elasticsearch DPK from MOS.

The latest Elasticsearch DPK (03) release has a non-Puppet install method that would work better with vagabond. The Puppet method replaces all the PeopleSoft Image Puppet code with the Elasticsearch code, so they don't play well together. The trickiest part will be managing the JAVA_HOME environment variables. PeopleTools 8.55 will crash if it uses Java 8 - which is required for Elasticsearch.
