Integrate the PT Patching Provisioners #45

The Windows provisioners have been enhanced to apply a PeopleTools patch to the PeopleSoft Image.

Some changes that are introduced:

Splitting out functions into more provisioners
Add new config options (APPLY_PTP, PTP_PATCH_ID, DPK_ROLE)
Downloading PI and PTP are separate provisioners
Added a provisioner to sync custom DPK modules and update site.pp
Expand the sample psft_customizations.yaml file to support PT Patching
