Add Go Report Card to the README #10

There are a few things that needs tidying up to get an A+ rating, but it should not be too hard :)

I don't find this to be particularly useful. I'd rather have static code analysis be hooked into the github CI than as a badge on the readme. I also don't find the assortment of static checks run here to be equally useful.

I think we should add the following checks:

gofmt
go vet
staticcheck
golang.org/x/tools/go/analysis/passes/shadow/cmd/shadow

I'm going to close this PR. If you want to help by adding some or all of the checks above please open PRs for that.
