If the FC goes down, the RC shouldn go limp.

It think it should drive the fins to neutral in the event of no FC data but while still under power... The airstream will mostly straighten them out, but there will still be a slight angle to them since the airstream won't totally overpower the static force in the servo, and it will develop a high-speed spin.
