Average naive hfrac over N best naive sequences #176

We've got the N best annotations for free, we may as well use them.

also:

see about varying the naive hfrac thresholds -- especially lowering the lower bound (try to
 do this by exploiting something about the difference between hfrac and lratio [e.g. where
 the hfrac differences are? or maybe hfrac averaged over the top N annotations?]) i.e. find
 what kinds of clones hfrac and lratio disagree on

for future reference, I put some time into implementing this a month or so ago, but it was technically difficult so I gave up. Still worth doing I think, but it was going to take longer than the time budget I started with at that point.
