Clean up PKGBUILD #28

Rather than linking to raw files, this will link to the latest stable tarball of the source.

Also includes some style changes, preferring a programatic approach to dealing with the package's name and version where possible.

Freenode/#archlinux users Earnestly, polyzen, and alad helped with this.

When I wanted to put pia-tools back on the AUR, those users told me I had to make these changes in the PKGBUILD before anything else, so I think these are worthwhile fixes.

And @pschmitt, I'm glad to see you're back!

This commit on this page will now consistently keep the name as pia-tools-orig.

This linked commit will change the name back to pia-tools, but otherwise make the same changes. I can make a PR for this if you'd like or you can manually merge it in. I say to use this commit since almost all the users are on pia-tools and you should have write access to its AUR (let me know if you do not).

edit: Both commits had incorrect URLs at first. Now they both appear correct to me.

I've updated the AUR package to 9.8.0 so users on pia-tools can get the new version.
