cookiecutter URL in README.md is broken #1

Currently links to https://cookiecutter.readthedocs.io/en/latest/readme.html which 404's.

should it link to this: https://cookiecutter.readthedocs.io/en/latest/

Maybe it's supposed to be this actually: https://cookiecutter.readthedocs.io/en/latest/README.html. I will update....
