Resources not loading in the front end. They are accessible in the back end.

What steps will reproduce the problem?
When I built the system, everything was working fine. When I checked things. On 
15th July 2011, at 8.06 am. IST, all the vosao based sites were unable to 
access their resources, including vosao.org.
After that, vosao site worked fine. Few of my sites :
south-ps.appspot.com and
www.groolo.com also worked fine.
Today, on July 20th, again I am facing the same problem.
The CSS,JS and images are not loading which is rendering a plain HTML page.
I am getting the following error when I try accessing the resources.(like css 
or js by typing there address in the address bar and not through back end)
Error: Server Error

The server encountered an error and could not complete your request.
If the problem persists, please report your problem and mention this error 
message and the query that caused it.
