DTDs seems to be invalid

What steps will reproduce the problem?
1. Import project into Eclipse or use online validator 
(http://www.validome.org/grammar/validate/)
2. Validate DTDs in vosao/web/doc/dtd
3. Note the errors

Expected behavior:
DTD files, that validates without error.

Additional notes:
I fixed those files and attached SVN pathch. Please take a look and let me know 
in case of questions.
