Migrate forum to Discourse. #54

I bet a bit more simplification can be done, like removing the registration? Looks like it served only for the forums? I did not searched a lot though, I focused on spirit.

Thanks for this @JulienPalard. Perhaps we should create a Category in discuss first? Maybe "Python in Education".

Probably, yes.

The current situation is not good, having a lot of spam on a subdomain of python.org is probably bad for our SEO.

This is kinda urgent now as the Heroku DB has passed its row limit due to spam.
