Create training set #19

I think the postage stamp generation is good to go. python bin/generate_postage_stamps.py runs with the example config.

We should decide where we want to put the config.yaml-s Ugali had them in the package (python/../config/confog.yaml), and so I currently moved mine there happy to move back to the upper directory.

Also dont have unit tests yet.... but I want to cut here and then come back

make sampling have a message for failing when a param is not specified. Also put together a readme.
