server info API #6

some API calls should be able to happen before even logging in:

is the server even up? (fairly high priority)
what ordered list of instances should I show in the dropdown? (this can wait for a while, instance creation is currently very manual anyway and editing the html isn't too bad)
how many users are online? maybe also what are their names and profiles, but that might get bandwidthy to server to people who aren't even playing (this can wait until there's a lot more UI)

1 and 2 might as well be the same API call, to be made before showing the login form at all. having an explicit currently selected instance is more important than having an ordering, but no reason not to have both.

1 and 2 are done and now feed the client login page

major changes called for after current rewrite; everyone will come in one instance. there may still need to be an info api for peeking into instances from the lobby.
