Add CB_TX_V3 support #2

Issue

Electrum Dash misses v20 hardfork support. Actually, the wallet works well, as long as your wallet is not involved with the masternode payouts, which contains new hardfork coinbase changes. If it does, wallet stops syncing. This PR fixes that
