That is the same error that DMT users face when Platform withdrawals are sent directly to a hardware wallet (Trezor and Ledger). Withdrawals directly send to a hardware wallet will arrive in the hardware wallet, but the received dash can not get send out of the wallet through DMT --> error : byte array index out of range. Bertrand256 from DMT is working on it, but this could take awhile (specially for Ledger hardware wallets as there is no Ledger testnet to test or reproduce things).

Maybe once Bertrand256 has implemented a fix for DMT, Electrum Dash can integrate that fix. I have some Dash stuck on my Ledger wallet as well, due to using Dash Evo Tool with payout address methode and providing Dash Evo Tool with a hardware wallet address as destination address --> error : byte array index out of range when trying to send that dash out of the Ledger wallet.
For now it is recommended for users / Evonode operators using Dash Evo Tool to not send Platform withdrawals directly to a hardware wallet address, instead send it to a Dash Core address under their control. Which also means payout address of Evonodes should not be registered to a hardware wallet address for now !!
