Can I replace the LIBSVM package Version 3.17 by the new version 3.23, released on July 15, 2018?

Assuming the the newer version produces the same results then there should be no problem here. I'd guess if it isn't a major release i.e still on the 3.x branch then it is likely going to be fine.
