Adding european union legal forms of business entities #22

Two of the new legal forms for organisations introduced by the European Commission for the European Union have been introduced here. These include: 1.) societas privata Europaea (SPE) for companies of limited liability (see https://en.wikipedia.org/wiki/Societas_privata_Europaea), and 2.) societas Europaea (SE) for publicly registered companies (see https://en.wikipedia.org/wiki/Societas_Europaea).

After reading the docs, it is unclear to me whether the SPE is actually official yet? Or if it is used? I can see the SE is. But according to the docs, a SE does not have to be a publicly traded company, so perhaps all EU companies will be SEs? Can you please clarify?

This has not been publicly implemented yet. Leaving open, but until I see some examples of it, I'm not going to merge this pull request.
