Tracker for bad torrent URLs #640

Describe the new feature or change:

When attempting to download new video files, there are times when the file is bad (corrupt,
incomplete, a virus).  After the file(s) have been confirmed to be invalid by MCM's
check system, the Torrent that was used would be stored in a Bad Torrent file somewhere.
 So upon future searches, MCM will cross check selected torrents against this list
and if found it will ignore it and move to the next torrent, repeated until a usable
torrent is found.

As far to the level of 'storage of torrent/checks done' I am not sure.  I would say
the name of the torrent file itself would be the best 'lock' that way if the file is
seeded by multiple sites it can be quickly caught upon researching. 

A UI feature like the "Download History" would be good for managing this type of list
I believe also.  Or maybe integration into the same UI.

This tracker would also need to include information such as file size and type so that
if a similar (or exact) named torrent is released sometime later it isn't noted as
the same torrent as prior.  

  I consistently deal with the first of multiple similar torrents for a particular
show (same naming convention) are denied several times over while when a new torrent
is added with the same name...the torrent (a good download in this case) is never downloaded.
 Which leads to a manual download.
