Add tremor from psp-ports #148

The only package that was not moved from psp-ports to psp-packages. Should be faster than vorbis and can be used as a drop-in replacement.

I tried to find the commit that the fork in psp-ports was based on, and extract the patch (turns out it's just adding 4 lines to configure script).

Thanks! I don't know how I managed to forget this one when transitioning to pacman. I had a PSPBUILD for it and all.

I just noticed that one is in AUR, but not here.
