bug: charsets of incoming emails #333

bots wrote a charset for incoming emails.
not smart, as this was never used.
(and it should not be used)
this gave problems with eg incoming csv files received over email:
the charset used to read the file (in parsing) was
not overwritten by the charset as defined in the grammar.
(charsets indicated in emails are not good!).
