Add standalone service #572

Hello,

I have been working on this branch for the past few weeks and believe it is now in a suitable state for review and feedback within this repository.

This PR is associated with issue #566. Although it is presently marked as draft due to not yet achieving a 100% score with infection, I would appreciate any insights or suggestions you may have.

Kindly share your thoughts and recommendations, and I will promptly implement the required changes to the branch.

As far as I can tell, after a rebase onto 9.0.x branch this introduce no https://github.com/psr7-sessions/storageless/labels/BC%20break

So I'm going to release what have already been merged, since this can be released in a minor if needed
