Check where Oneway is coded 'Oneway' but OSM_Oneway is not. #63

I found a bunch of links on Weyerhauser way (highway 18 & I-5) that were coded as 'Oneway' and should be two-way, which I changed. The problem was that the old network had a divided road and the OSM geometry has it as single line representation, So the conflation process tagged the OSM link as 'Oneway.'
