Give new buildings higher sampling weights. Part of #61.

Run 84 - new buildings are 3 times more preferable than old buildings.

Works well. My email from 02/25/2015: Run 84 went in the direction we want - we got more jobs into the new buildings, about twice as much. It’s not a huge increase, but at least something. I would actually even increase the weights ratio, if we do another run.
