Figure out how to implement abstract variables that use skims.

Created a parcel variable lnemp20da as an example, in this config. It uses jobs_within_20_min_tt_hbw_am_drive_alone which uses an abstract travel model variable abstract_access_within_threshold_variable_from_origin.
