visualization does not replicate when more than one issue is present #105

If you have more than one issue, and try to expand the second issue, the c3 chart gets rendered in the first tab and does not appear on the screen

@rebpdx @ScienceRobot @lafertej @mrahier I am having a hell of a time trying to figure out how to resolve this issue. I know that we need to replicate the c3 chart object for each issue, and that each of those charts need to have a unique id. I just don't can't see a way of doing that with the current directive. My googling is coming up empty, and I am running low on ideas. I have pushed up a branch 'brokenViz' where you can see the problem that we are having. If you log in with username "pepe" password "get rekt" (space included) then click on the issue buttons you will see what's going on. Any and all ideas on how to fix this are welcome.
