Need to dynamically adjust row titles #107

Title area text in C3 chart is overlapping on large titles. See Policies as an example.

I tried padding the chart to the left but the text does not expand along the padding. Not sure if this is a C3 issue or something else. It does look like if we have a max title length and adjust the height of the chart dynamically based on number of rows we could address this issue that way.
