Sankey #123

Sankey is integrated into develop and tested on both develop and production level. Known to be working with node.js and gulp setup.

Also cleaned up the require('c3') business so it is no longer needed to be commented out in index_dev.html

This is an error that occurred during testing, it happened after the third user had ranked an issue. I have not been able to reproduce it yet though.

Have not been able to reproduce bug, so I'm merging into develop.
