Import `Can Nbr` from LionPATH #777

This is now the last column in the PE_SR_G_ETD_STDNT_PLAN_PRC file. It's an integer and should be stored with the submission that is created during import.

This field should be added to the Submission model. We don't need to concern ourselves with backfilling old records. The fields should be able to be NULL.
