Is there statewide property parcel data available from a centralized data soource?

A PHD student working on contract to a research institute outside of his academic college home is trying to find property parcel data for the northeastern portion of PA from a centralized and standardized data source for input to a business logistics model.

Upon learning that there is no such data source and that each county manages their property parcel data differently, some charge money for access and almost all require data sharing agreements; he and his colleagues would like to know how to make sure that the time and money that they spend on assembling these data also benefits other researchers at the university by sharing the derived dataset broadly.
