Acceptance Criteria

Add Alert Banner component (for use in https://github.com/psu-libraries/psul-web/issues/47).
This will all include the following properties
- severity (enumeration)
- closed text (title by default)
- title
- alert_banner_utility_classes
This will contain the following slots
- heading
- content
- meta
