Remove drupal:sdc dependency from the base theme #111

The SDC module is deprecated and all functionality has been moved to core in 10.3.0. We need to remove the dependency from the base theme before we can uninstall this module.

Acceptance Criteria

Remove the SDC dependency from the base theme so the deprecated module can be removed.
