Decrease breadcrumbs font-size #147

The breadcrumb font-size is 16px in psu.edu site. We should update the breadcrumb component to match this. This will also make the breadcrumbs less prominent.

Acceptance Criteria

Update the breadcrumb component to use $font-size-sm font-size
